There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
Currently a hybrid of on-site and remote work.
Primary responsibilities will include, but are not limited to the following:
Plan, assign, supervise and direct support staff and activities with regular feedback meetings; organize and assign work, set priorities and follow up to ensure coordination and completion of assigned work.
Perform supervision, provide program support, and act as lead for payroll/personnel/human resources/employee relations matters for (HA, EMS, LEAP, HIT, PHPP, FH, HCU).
Review, analyze, recommend, and oversee development and implementation of Policy and Procedures impacting Payroll/Personnel.
Assist higher-level administrative staff in analyzing budget needs and assisting in the preparation of budget requests and preparation/tracking of timely position control reports by division.
Plan, schedule and assign a variety of tasks related to monitoring the accuracy of the personnel and payroll systems.
Perform difficult, technical and specialized office support work, relating specifically to payroll, human resources and employee relations activities, which require the use of independent judgment and the application of technical skills.
Confer and coordinate with other administrative staff within the department of assignment and with staff in County administrative agencies on a variety of administrative matters.
Assume responsibility for the proper and efficient function of the office of assignment and the enforcement of office and agency rules and regulations.
Study departmental management procedures and prepare reports with recommendations for improvement.
Develop and prepare a variety of reports and information related to use of staff, payroll costs, employment practices and related personnel and payroll functions; research and assemble information from a variety of sources for the completion of forms and preparation of reports; make arithmetic and/or statistical calculations.
Participate in the hiring of assigned staff, recommending selection for management approval.
Train assigned staff in payroll and personnel practices and procedures.
Organize and maintain various files, including those related to personnel matters.
Perform related duties as assigned.
The ideal candidate will possess:
Experience supervising staff.
Experience working with payroll, personnel, human resources functions and activities.
Preparing complex reports containing large data sets.
Demonstrated best practices of maintaining confidentiality of information and documentation.
Ability to review policies and procedures and making recommendations to upper management.
Ability to establish and maintain effective working relationships with those encountered on the job.
Experienced with Workday, ATKS, TSB, and Microsoft Suite applications.
Excellent written and verbal communication skills.

Qualifications County Status:
An applicant must have been a County of San Mateo employee in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra-help/term position prior to the final filing date.
Knowledge of:
Principles of organization, administration and supervision.
Budgeting principles and practices.
Modern office methods and procedures associated with information technology.
Principles and practices of sub-professional accounting, bookkeeping and fiscal procedures.
Skill/Ability to:
Analyze organizational structures and recommend procedural changes and prepare and present reports in narrative and graphic form.
Establish and maintain accounts and budgetary controls.
Learn quickly the laws and rules governing the operations of the department to which assigned.
Interpret and explain laws and rules to subordinates, other County departmental staff and to the general public.
Plan, organize and supervise the work of clerical personnel effectively.
Education and
Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
A typical way to qualify is:
Graduation from an accredited college or university with major work in Public or Business Administration or a closely related field and two years of experience in such fields as accounting, personnel management, office management or management analysis.
